I feel like this would have the effect of raising prices for better-rated drivers, the ones not in the discount pool. Uber isn't going to leave money on the table. They'll shrinkflate: introduce a new tier of "discount" that's the same as the current price while also hiking the regular rate.
Prices could even go negative on the worst drivers -- they pay for willing riders who could rehabilitate their ratings. Survive a trip to LaGuardia driven by a cannibal with one eye and three DUIs and get $10.
