It is! It's even crazier for busses, with 48% of the fares evaded. It seems like the total amount lost is over a billion annually, although I guess not all of those rides would be taken if there was 100% fare enforcement
I’d buy this for parking tickets. I often calculate chance of getting a ticket vs paying parking fee essentially self insuring
